Michael J. Zappa, MD, FACEP
EMLRC President
Mike is Medical Director and Chairman, Department of Emergency
Medicine at Palms West Hospital in Loxahatchee, Florida. He is
active in EMS, currently serving as Medical Director of Palm Beach
Gardens Fire Department. Mike was Chief Resident at University of
Florida and served as the first resident member of the Florida
College of Emergency Physicians Board of Directors. He earned is
medical degree from State University of New York, Downstate Medical
Center. Mike participates in local American Heart Association
activities and also frequently serves as faculty for emergency
medicine clinical and management educational programs.
Kathleen Gallagher McIver
EMLRC Vice President
Kathleen Gallagher McIver’s real estate career started at an
early age in a family-owned real estate company that was
established in 1954 by her father, Don Gallagher. The company
operated in the Orlando-Central Florida area with five branch
offices until sold in 2001. Kathleen has been working in the
residential real estate with primary focus on the relocation
industry since 1986 handling Corporate Relocation and foreclosures.
She has been a licensed Florida real estate Broker since 1988.
Kathleen is currently a Broker-Associate with RE/MAX Town & Country
Realty in Winter Springs. She is the 2010 Chairman of the Board of
the Orlando Regional Realtor Association (ORRA), Past President
of My Florida Regional MLS, Trustee for the Florida Real Estate
Foundation, and recognized as “ORRA’s 2005 REALTOR of the Year”. She
is also on the Board of Advisors to Pathways to Home working with
homeless children in Seminole County. She is also a Graduate of
Leadership Orlando - Class 77. Kathleen is a graduate of Providence
College in Providence, RI with a bachelor’s degree in Humanities.
Paul P. Partyka
EMLRC Secretary / Treasurer
Paul is currently a Managing Partner, Broker Associate at NAI Realvest (Commercial Real Estate Worldwide) in Maitland, Florida. He graduated with a bachelors of Science Degree in
Chemistry from the University of Norte Dame. He is a former City Commissioner and served two terms as Mayor of the City of Winter Springs. He is experienced in consulting for land value, government processing, natural land acquisition, and rezoning. He was named
"Top Commercial Real Estate Professional in Central Florida” by the Orlando Business Journal in 2004. He served on the Advisory Board of the First Commercial Bank of Florida, Regional Chamber of Commerce for Winter Springs/Oviedo, and Former Municipal Advisory Committee Chairman for the Metro Plan Orlando.
Cliff Findeiss, MD, FACEP
Cliff graduated from the Northwestern University with a B.S. in
Mechanical Engineering and attained his MD and MS in Pharmacology
degrees in 1968. He completed a surgery internship at Jackson
Memorial Hospital, followed by service in the US Navy as a
Lieutenant with the Medical Corps, before returning to the
University of Miami in Family Medicine. Dr. Findeiss served as a
President of the Florida Chapter of the American College of
Emergency Physicians, and as a member of ACEP’s exploratory
Committee on Board Establishment. He was certified by the American
Board of Emergency Medicine from 1983 to 1993 and served ABEM as a
Board Examiner. He was the editor of two clinical practice books on
emergency medicine: “Emergency Medical Care” and “Emergency
Management of the Critical Patient,” both published by International
Medical Book Corp. Cliff served as the first Medical Director of
Miami-Dade County Fire Rescue as well as the Hialeah Fire
Department. Dr. Findeiss was co-founder of EMSA in 1973 and of
InPhyNet Medical Management, Inc. in 1993, which provided physician
contract management services for hospital emergency departments
across the country. These groups were merged with Med-Partners, Inc.
in 1997 and are now a part of TeamHealth, Inc. Cliff also was a
partner in River Capital Partners, V-Port, Inc., Advertising Display
Systems, Inc., and SoHo Lofts.
Jon Kipp, EMT-P, RN
Jon is the Director of Medical Services Universal Parks &
Resorts. In addition to his traditional occupational
medicine responsibilities he is responsible for emergency response
and international travel medicine programs. Recently the General
Electric Company recognized his leadership, expertise and execution
in these areas by awarding him the 2008 Excellence in Occupational
Health Award. Jon is also a paramedic with over 20 years of
prehospital experience. This experience ranges from rural single
tier EMS Systems to urban dual tier Systems. Prior to joining
Universal Orlando he was the EMS System Review Coordinator for
Seminole County Department of Public Safety which involved designing
and coordinating quality improvement programs for the then nine ALS
Agencies within Seminole County, Florida.
Jorge Lopez-Ferrer, MD, FACEP
Dr. Lopez is a diplomat of the American Board of Emergency
Medicine and is a Fellow of the American College of Emergency
Physicians. He received his medical degree from the Autonomous
Metropolitan University of Mexico City, and completed his residency
at the Puerto Rico Medical Center in 1990. He joined Florida
Emergency Physicians in July 1992 after a two year tour with the
United States Air Force. He served as the Emergency Department
Medical Director at the Florida Hospital East campus from 1994 to
1998, and has served as President of Florida Emergency physicians
since 1999. Dr Lopez is the past President of the Florida College of
Emergency Physicians.

retired
from the City of New York as a Deputy
Chief /
Paramedic after completing almost
twenty-three years of service. He has over 30
years of
Public Safety Response, Supervisory,
Management
and Executive service
experience. Chief Maniscalco is an appointee
to the
Homeland Security Advisory Council -
Emergency
Response Senior Advisory
Committee
and a charter member of the
DHS/DoD/DoJ, Inter-Agency Board (IAB). He
was also
an appointee to the United States
Congressionally mandated National Panel to
Assess
Domestic Preparedness (Gilmore
Commission) where he also served as the
Chairman
of the Threat Reassessment Panel,
State and
Local Response Panel and
Research
Panel. Additionally, he served on
the
Cyber-terrorism and the Critical
Infrastructure Protection Panels during this

Thom A. Mayer, MD, FACEP, FAAP
Thom Mayer is the President and CEO of
Best-Practices™ Best-Practices physicians at
Inova, Fairfax Hospital, were the first to
successfully diagnose and treat inhalational
anthrax victims during the fall 2001 anthrax
crises. Dr. Mayer has served the Department
of Defense on Defense Science Board Task
Forces on Bioterrorism and Homeland
Security. He is the winner of the 2003 Press
Ganey Compass Award and serves as the
Medical Director of the NFL Players
Association. He has published over 60
articles, 60 book chapters, and has edited ten
textbooks on emergency medicine. On
September 11, 2001 Dr. Mayer served as one
of the Command Physicians at the Pentagon
Rescue Operation, coordinating medical
assets at the site.
Chief Charles E. Moreland
Chief Charles Moreland
has proudly served as
Division Chief of Rescue with Jacksonville
Fire/Rescue Department since 2003. Chief
Moreland began his career in 1990 with the
Jacksonville Fire/Rescue Hazmat Team as a
Firefighter/Paramedic. He was promoted to
Engineer/Paramedic in 1996 and served in
that position until 1999. He has also held the
positions of Captain/Paramedic and
Lt./Paramedic with the Department. He has
functioned as an EMS Program Instructor with
Florida Community College at Jacksonville
since 1998. Chief Moreland holds numerous
certifications including ACLS Provider, PALS
Provider, BLS Provider/Instructor, and HAZMAT
Specialist Level IV among many others. He is
an esteemed member of the International
Association of Firefighters, Commander of the
Jacksonville Fire/Rescue Honor Guard, is a
board member of the Florida Association of
Counties EMS (FACEMS) and the FFCA
Advisory Council (EMS Section), and serves as
Data Committee Chairman with the State of
Florida Bureau of EMS.
Tico Perez, Esq.
Tico is the founder of Tico Perez Solutions, a
business, government and marketing
consulting firm. He has represented financial
institutions, public corporations and principals
of
joint ventures and syndications in a broad
range of business matters including corporate
law, loan workouts, private securities
offerings, commercial real estate transactions
and mergers and acquisitions. Mr. Perez is an
active member of the Board of Governors of
the State University System of Florida, the
National Executive Board of the Boy Scouts of
America and President of Southern Region
(13 Southern states), as well as a past
member of the University of Central Florida
Foundation Board of Directors and the Board
of
the Alumni Association. He is also a
member of Trustees of the University of
Central Florida, Past President of the Orlando
Utilities Commission and Past President of
the United Arts of Central Florida. He is Past-
Chairman of the Orange County Arts and
Cultural Affairs Advisory Council, and Past-
Chairman of the Greater Orlando Regional
Chamber of Commerce. Mr. Perez has
received numerous leadership awards. He has
been named one of the ten most influential
men in Central Florida by the Orlando
Business Journal. Mr. Perez is a political
analyst for the local NBC affiliate, WESH
Channel 2, and hosts his own political talk
radio show “Talkin with Tico” on Cox Radio's
Newstalk AM 580 WDBO. He is also a member
of
the Florida and Orange County Bar
Associations.
Roxanne Sams, MS, ARNP-BC, MA
Roxanne most recently served as Director of
Emergency/Trauma/Bayflight Services at
Bayfront Medical Center in St. Petersburg,
Florida. She also served as the Director of
Nursing Education/Event Medicine with ARNP
staff privileges for the Bayfront Emergency
Department. She is past president of the
Florida Emergency Nurses Association and
served on the Florida Organization of Nurse
Executives Board of Directors. Roxanne
received her MSN and MA from University of
South Florida. She speaks regularly at
educational programs addressing clinical and
leadership issues in emergency medicine.
David C. Seaberg, MD, CPE, FACEP
David Seaberg is a Professor and Dean of the
University of Tennessee College of Medicine
Chattanooga. Previously, he was the
Chairman for the Department of Emergency
Medicine at the University of Florida,
Gainesville campus. Dr. Seaberg attended
medical school at the University of Minnesota
and did his Emergency Medicine residency
training at the University of Pittsburgh. He is
certified by the American Board of Emergency
Medicine and the Certifying Commission in
Medical Management. He has over 125
publications, book chapters and abstracts and
has received numerous teaching and research
awards. In addition to his role at the
University of Florida, Dr. Seaberg has served
as President of the Florida College of
Emergency Physicians and serves on the
Board of Directors for the American College of
Emergency Physicians and the Emergency
Medicine Learning and Resource Center. He
has been a leader in the State of Florida with
regard to medical and hospital aspects of
domestic security. He founded the University
Alliance for Weapons of Mass Destruction
Education and served as Co-Chair of the
Health/Medical/Hospital/EMS Committee of
the State Work Group for Domestic Security.
